Orillion was originally established as Animal Control Products (ACP) in the 1950s under the direction and funding of regional pest control boards, the Ministry of Agriculture and the New Zealand Forest Service. Its purpose was to manage the secure importation and storage of toxins required to manufacture bait products for the various agencies involved in controlling a wide range of introduced vertebrate pests including rabbits, wallabies, possums, rooks and feral ungulates.

In 1991 ACP was established as a registered company, becoming a Crown-Owned Company initially and subsequently a State-Owned Enterprise.

From 1996, ACP successfully diversified and expanded its product range, designing, manufacturing and marketing products under the registered trade name PESTOFF.  Market growth was achieved by developing export sales, targeting the domestic consumer market for vertebrate pest control products and significantly increasing production capacity.

Orillion become the new trading name of Animal Control Products Limited in 2016. As well as being at the forefront of pest control for the domestic market through PestOff branded products, Orillion are now developing, sourcing and manufacturing the full spectrum of pest control tools that New Zealand needs to achieve its goal of being 'predator free' by 2050.

Governance of the company is through a board of directors appointed by Government. The present board of directors comprises Mr Terry Murdoch as chairman and Dr David Warburton as director.  The Chief Executive Officer is Mr William McCook.

In addition to direct sales to central and regional government agencies and to professional pest control operators, Orillion also supplies distributor Bell-Booth Ltd to wholesale Pestoff products to retail chains throughout New Zealand.  This distribution arrangement extends into the Australian retail and commercial pest control sectors where Bell-Booth Ltd markets "X-Verminator" branded rodenticides manufactured by Orillion.

Orillion operates a proactive research and development programme and works closely with Landcare Research and other research agencies to enhance its existing products and develop new innovative solutions for the pest control industry.

Orillion has 30 registered products and is authorised by the Ministry for Primary Industries and the Environmental Protection Authority to manufacture registered trade name products known as vertebrate toxic agents (VTAs).  Orillion held ISO 9001 accreditation from 1997 to 2013 and now has its own tailor-made QA systems and processes.  The company holds a GMP Certificate of Compliance for manufacturing VTAs, issued by the New Zealand Ministry for Primary Industries.
